The only information about electricity supply to the consumers in the U.P. state used to be at the substation level in the form of daily log-sheets which nobody ever bothered to see. Now, even that information has been done with, making everybody in the huge organization absolutely free to go on in his/her own way.

No 'Management Information System' makes Everyone Free
Anybody related to the field of business management would be shocked to know that U.P. electricity administration for being under government control has no information system in the whole organizational set up for assessing their own performance. It is because none right from the state level Chairman of U.P. Power Corporation Limited to the lowest rank official at substation level has any interest in the duties and responsibilities he/she has towards providing electricity to the consumers. They are there in their very high profile and salary positions just to keep on exploiting the poor consumers of electricity in the state and involving in various corrupt practices to fill their pockets under patronage of the state's political leadership.
Until a few months back, there used to be a log sheet with the electric substation attendants to record feeder-wise supply timings of electricity to the consumers, which nobody other than the substation attendants used to see. For my struggles of the last ten years for improvement of electricity supply in my village with the district to chairman level, whenever I asked any of them why the electricity supply has been so irregular, there has always been a single response, "I don't know, let me find out from the substation". At this response, I used to insist on each of them to refer to the substation log-sheets for knowing the actual supply status to the village. Of course, they never referred the said log-sheets but used to persuade me by saying that the matter would be looked into.
Now, probably on my repeated insistence for referring the log-sheets, they have discontinued having any records of electricity supply to the consumers and now nobody can ever prove how the supply condition has been. It is totally a black box.
Since, there is no measurement of performance, there can be no expectation of any improvement in the electricity supply to the consumers. Nobody in the whole organization of about a dozen levels from chairman to Junior Engineer can now know their own performances.
